Your pity counter and pulls from one limited-time banner will carry over to the next limited-time banner. This was confirmed by Chinese players and observed during the global launch. For instance, during the simultaneous Suomi and Ullrid banners, pulls on either banner increased the pity counter for both. This means you can strategically switch between banners to maximize your chances. Any remaining pity on these banners will transfer to subsequent limited banners.

However, it's crucial to remember that pity does not carry over between limited and standard banners. You cannot manipulate the system by pulling on the standard banner to reach near-pity and then switch to a limited banner for a guaranteed rate-up character.

While the hard pity is 80 pulls, a soft pity system begins at 58 pulls. After 58 pulls without an SSR unit, your chances of obtaining one steadily increase until you reach hard pity at 80.
